Depending upon your level of study of course! option 2 would be the most straight-forward answer. i.e. absence of LO Repressor prot.
Lactose initiates its own breakdown by attaching to the Repressor protein thereby allowing the operator to be expressed (resulting in transcription of RNA sequences of the gene).
